Mandan Commission discusses allowing pipe tobacco smoking at cigar lounge

MANDAN, N.D. (KFYR) - The Mandan City Commission recently voted to move forward with the potential of allowing the smoking of pipe tobacco in the city’s licensed cigar lounges.

For Joesette Dupree, who owns Big Stick Cigars, the only public cigar lounge in the state, this was a big step in the right direction.

Right now, Dupree is allowed to sell raw tobacco, but her patrons can’t smoke it in the lounge. She said the tobacco in a cigar and a pipe is the same, and that pipe tobacco is essentially a deconstructed cigar.

Dupree believes allowing pipe tobacco to be smoked in the lounge would be a lift for her patrons.

“Fall and winter, when it’s very, very cold, and not everyone has somewhere where they can be smoking inside. So, pipe people are very much looking forward to being around their fellow cigar smokers and pipe smokers in a nice, welcoming and comforting environment,” said Dupree.

The city commission will discuss the changes to the ordinance and take a final vote at its next meeting on Sept. 2.

Pipes and pipe tobacco on my own or amongst friends, I wouldn't have a 'people' with it .

I was in a local lounge last winter. A guy across from me lit up a pipe after he finished a cigar. Different aroma for sure but didn’t really bother me.

I voted no even before reading the article about the place in ND. ND in the winter - let the pipe smokers in, I say!

Pipe smoking is welcomed at the lounge I go to. It's a refreshing change to smell a pipe than a blueberry or deadwood cigar.

No problem at all imo. Personally, I've always put pipe tobacco on the same side of the aisle.

If your lounge sells pipe tobacco, it should probably be allowed. If no pipe tobacco is sold, totally up to the owners.

Mandan OKs change to allow pipe tobacco smoking in cigar lounges

Pipe tobacco smokers are now allowed to smoke inside cigar lounges in Mandan.

The City Commission on Tuesday voted unanimously to adopt updates to city ordinances to allow the smoking of pipe tobacco in licensed cigar lounges. The updates came to the board at the request of Big Sticks Cigars owner Josette Dupree. No one spoke against the ordinance changes at Tuesday’s meeting.

Cigar lounges have been legal in Mandan since 2023, when state lawmakers loosened North Dakota’s indoor smoking restrictions. That September, the Commission narrowly approved an ordinance allowing the lounges.

Earlier this year, state lawmakers passed House Bill 1440, expanding the law to allow indoor smoking of pipe tobacco at licensed lounges in addition to cigars. Gov. Kelly Armstrong signed the bill in April, and it took effect in August.

Mostly no problem, but some of the stronger flavored or aromatic blends could predominate and have an unfortunate impact on the sensory experience. Though come to think of it, theoretically someone smoking a strawberry White Owl cigar would have the same effect. My spouse got me a pack of those as an elaborately wrapped joke gift once. 😆 I did keep it around for laughs,but it is not in my humidor and will never be smoked.

No problem here, local lounge has a big selection of pipe tobacco.

Haven't encountered much pipe tobacco at any lounges I've visited. The few times it was present, was not overly offensive. Let them be, imo.

I’ll be at this lounge for a second visit in October. Will be interesting to see if any pipes are being enjoyed. Now if they’d only let you smoke your own cigars this place would be decent. I’ll be taking @LizardGizmo advice, buying one of their exorbitantly overpriced way over humidified cigars then stealthily smoking my own Havana. Will let you all know how it goes.
