How tough is flooding the emergency phone number with calls because you don't like an incident in a hockey game, and then there being a police investigation of the same incident?

Quebec, as beautiful and historic as it is, unfortunately has a self-centered segment to it, called "Montreal". While it's obviously stereotypical to paint all with the same brush, its painfully pronounced for most Canadians to see the sad lack of common-sense and courtesy that isn't present in Montreal some times. Montreal's a great city - I've loved every visit to there and Quebec. Most of the majority are great people - many are found on this forum too. But Montreal's citizenry is unfortunately painting a sad picture of itself lately - corruption scandals, repeated issues of booing other national anthems at sporting events, uncalled-for riots, ridiculous actions such as these 911-calls, recent anti-immigrant and language-law issues (more in the province of Quebec than in Montreal, maybe), etc., etc.
